Preparing the Next Generation of Correctional Professionals

A Safe, Structured Path Into Public Service

The New York State Department of Corrections and Community Supervision (NYS DOCCS) offers a structured career pathway for individuals between the ages of 18 and 21 who are interested in public service.
This program is designed with enhanced training, close supervision, and built-in mentorship to ensure younger officers enter the profession in a controlled, supportive, and safety-focused environment.

Early Application with Safeguards in Place

To allow candidates time to prepare while maintaining appropriate oversight:

  • The Training & Experience Questionnaire may be completed prior to age 18

  • Processing for the position of Correction Officer Trainee does not begin until age 18

  • Candidates who pass the questionnaire before age 18 receive a “Temporarily Unavailable” status until eligible

This process allows early interest without compromising safety or readiness standards.

Enhanced Training for Officers Under 21

Candidates appointed before the age of 21 receive additional training and oversight beyond standard requirements.

They complete:

  • Assignment to a correctional facility

  • A four-week Field Training Program focused on practical skills and professional conduct

Enhanced instruction includes:

  • Interpersonal communication and professionalism

  • Maintaining appropriate supervision boundaries

  • Mental health awareness and suicide prevention

  • Emergency response proceduresSafe supervision in housing and confinement areas

Within the first year, officers complete a two-day refresher course on Recognizing, Evaluating, and Controlling Aggressive Behavior (RECAB) to reinforce de-escalation techniques and sound decision-making.

Staff Mentorship Program

All officers appointed before age 21 participate in a formal Staff Mentorship Program.

  • Each officer is paired with a senior security staff mentor (Sergeant or above)

  • Mentorship begins on the first day of duty at the assigned facility

Purpose of the Mentorship

The mentorship program provides:

  • Ongoing guidance and oversight

  • Professional coaching and feedback

  • Support during challenging situations

  • Access to experienced leadership

This structure ensures officers develop confidence, judgment, and professionalism under close supervision.

Safety-Based Restrictions Until Age 21

To support safe development and appropriate responsibility, officers under the age of 21 are subject to specific role limitations.

Firearms
  • Officers under 21 do not carry or use firearms in employment duties

  • Firearms training is conducted in a controlled training environment

Assignment Limitations
  • No outside transportation of incarcerated individuals

  • No wall tower or arsenal assignments

  • No posts requiring firearms

  • No outside hospital coverage or supervision of work crews

Supervised Contact Roles
  • Officers under 21 do not perform unsupervised contact roles

  • Assignments include working alongside officers who are 21 years of age or older

  • Supervision continues for the first 18 months of service or until age 21

These safeguards ensure gradual responsibility while maintaining a secure work environment.
